ANAB Launches Cannabis Certificate Accreditation Program, Providing Quality Assurance to Consumers, Industry, and the Global Economy

As part of its long-term effort to support safety, quality, and consumer health amid the continued growth of the cannabis industry, the ANSI National Accreditation Board (ANAB), a wholly owned subsidiary of the American National Standards Institute (ANSI), has announced the formal launch of its new Cannabis Certificate Accreditation Program (C-CAP).

Many states and localities have recently legalized medical marijuana and adult-use cannabis-derived products, from over-the-counter topicals to growing medical applications—driving the demand for cannabis accreditation within the industry. As part of the new program, ANAB will assess and accredit certificate programs as conforming to the requirements of ASTM D8403-21, Standard Practice for Certificate Programs within the Cannabis and Hemp Industries, developed by ASTM International's Subcommittee D37.06 on Personnel Training, Assessment, Credentialing. ANAB staff were members of this committee and provided significant input on the design of the standard.

The standard practice provides protocols to certificate issuers for developing and administering certificate programs for stakeholders within the cannabis and hemp industries for determining best practices for administering professional certificate programs within the industries.

The application process for accreditation of a Cannabis Certificate Program tracks the time-tested process for ANAB's Certificate Accreditation Program (CAP) against ANSI/ASTM E2659, Standard Practice for Certificate Programs.

Labstat International Inc. & The Blinc Group Study Finds Vape Habits Do Not Cross Borders

Labstat International Inc., Canada's leading independent third-party cannabis testing company, in partnership with The Blinc Group, Inc., the regulatory-focused designer and provider of premium, customized and bespoke vaporizer technologies, have conducted the first North American Cannabis Vape Consumption Survey aimed at better understanding how consumers use vaping devices. The study, Cannabis Puffing Regimes: A first step in developing standardized testing for cannabis vape products, found that cannabis consumption through vape devices is vastly different than nicotine and varies across borders.

"We set out to better understand how consumers use vape products to create a puffing regime to help inform policy. As expected, we found that the vape consumer is quite different from your traditional nicotine user, but we also found it interesting to learn that there were also many differences between an American consumer and a Canadian consumer," said Arnaud Dumas de Rauly, CEO and co-founder of the Blinc Group.

Administered by Abacus Data, the Cannabis Vape Consumption Survey collected information from both medical and adult-use consumers across North America to understand how they use cannabis vape devices. More than 2,000 medical and adult-use cannabis consumers across North America answered questions pertaining to their vape consumption habits. Labstat and The Blinc Group used the data to create a baseline "puffing regime" for cannabis vape testing.

To develop the regime the survey examined participants vaping frequency, formula preferences, length of vaping sessions, number of puffs inhaled, the intensity of those inhalations and the life of a vape cartridge.

Feds Loosen Grip on Cannabis

Royal Emerald Pharmaceuticals (REP) is proud to announce that it has received four federal licenses to grow, research, develop, and manufacture alternative drugs derived from cannabis (marijuana) and other botanicals in December 2021. REP is the first-of-its-kind cannabis pharmaceutical company in the United States to receive these highly coveted licenses.

The Drug Enforcement Administration (DEA) issued three licenses for bulk manufacturing, analytical lab and import in December. An earlier license was issued for distribution. Now, REP has all four federal (DEA) licenses needed to move forward with their next phase of development. This latest move by the DEA is a clear message that the federal government is loosening its grip on marijuana specifically grown for research purposes. It has been a long and hard battle for entrepreneurs in the cannabis industry to win approval from the DEA, but now it has finally happened.

"We are excited and very happy to receive these DEA licenses for cannabis research," said Mark Crozier, Founder and CEO of Royal Emerald Pharmaceuticals. "This news is huge and comes with immense responsibilities - we have been chosen to provide researchers and universities with high quality cannabis so they can move forward with their research projects. These researchers have struggled for decades to be recognized by the medical and scientific communities. Now, they can," Crozier said.

REP's main campus is a 100,000 square foot facility located on Palm Drive in Desert Hot Springs. REP expects to hire 250 employees to staff the grow and research facility in early 2022, and up to 1,000 employees after phase two is completed.

Madwell, The Ad Council, and NHTSA Tackle the Topic of Drug Impaired Driving

Independent creative agency Madwell teamed up with The Ad Council and the U.S. Department of Transportation's National Highway Traffic Safety Administration (NHTSA) to launch PSAs that aim to get marijuana users to think twice before getting behind the wheel and driving while high. The work is part of NHTSA and The Ad Council's Drug-Impaired Driving Prevention campaign, which launched in spring 2019 to address this pressing traffic safety issue, which is growing increasingly important as more states legalize the sale and usage of marijuana.

Research indicates that young men do not believe consuming marijuana has an effect on their driving. Thus, the challenge for this campaign is to create doubt in this long-standing claim, while taking into account that the young male target trusts their experiences over experts, especially when it comes to something as polarizing as marijuana usage, and is highly resistant to being told what to do.

"Our strategy focused on solving a timeless paradox," said Amber Hahn, Madwell's SVP, Head of Integrated Strategy. "We know young men are resistant to messages from enforcers and experts, particularly around topics like marijuana use. The best way to begin to change attitudes and behavior on this issue is to frame it up through the lens of their personal experience, as if it was coming from a peer."

In a 15-second spot titled "I'm in an Ad," the hero, in a smoky house party, breaks character (and the 4th wall) to remind the audience not to drive if they're high. As the lights go up, the smoke-filled room is revealed to actually be a studio set.

Panaxias facility in Malta granted EU GMP Standard

Panaxia Global, the controlling owner of Panaxia Labs Israel Ltd. (TASE: PNAX), a global pharma company that develops, manufactures and markets progressive cannabis-based products in pharmaceutical quality, announced today that it has received official approval for the EU-GMP standard for its production facility in Malta from EU Health Authority. This standard is binding and essential for the production, export and marketing of medical cannabis products in EU countries, in accordance with the standards accepted under the European Directive for the manufacture of medical cannabis-based products.

Dr. Dadi Segal, CEO of Panaxia: "The EU-GMP Standard granted to our facility in Malta is a significant regulatory achievement and a result of an in-depth and lengthy audit process by the European Health Authority. It will enable us to export our products to markets that Israel can not export to, due to regulatory restrictions. At the same time, we will continue to regularly manufacture and export our medical cannabis products to Germany, France and Cyprus from our facility in Israel, the only one in the country with EU-GMP standard. "

Panaxia now owns two facilities with the exclusive and sought-after European standard, which will allow it to export its products to a wider variety of countries. Thus, the company became the first and only medical cannabis company in Israel to have a facility located in the territory of the European Union with an EU-GMP standard from a European authority.

Following the adoption of the EU-GMP standard for a facility in Malta, the Panaxia Group now have a significant power multiplier for export capacity, both in terms of output and destinations to which it can export, since the permit allows for export and marketing to all countries that require the registration of the final product in the country of origin, such as Poland, Greece, Portugal and Brazil. Currently, Panaxia has marketing permits in Germany, the largest and fastest-growing cannabis market in Europe, and Cyprus, which do not require product registration in the country of origin. Panaxia regularly manufactures and exports its products to these countries from its facility in Israel, the only one with EU-GMP standard in the country.

Numinus Wellness Commends Health Canada on Special Access Programme Amendments to Restore Potential Access to Psychedelic Medicines

Numinus Wellness Inc. ("Numinus" or the "Company") (TSX: NUMI), a leader in psychedelics-focused mental healthcare, commends Health Canada's leadership for amending the Special Access Programme (SAP) to allow physicians to request patient access to psychedelic treatments, such as MDMA- and psilocybin-assisted therapy, for serious treatment-resistant or life-threatening conditions on a case-by-case basis. The amendment has the potential to positively affect the lives of people experiencing serious mental health conditions when other therapies have failed, are unsuitable or are unavailable in Canada.

"Amending the SAP and righting a historical wrong based on stigma highlights Canada's commitment to making psychedelic-assisted therapies a possibility for the many Canadians who struggle with mental wellness," said Payton Nyquvest, Founder and CEO, Numinus. "While we believe this is only the beginning of greater change to come, it signifies an important step towards creating expanded safe access to treatment and care in the mental health sector through psychedelic medicine. I am proud of our team who have had a longstanding role in advocating for this reform."

Health Canada's amendment recognizes a growing body of research, including the work that Numinus' clinical and research teams are completing, that has consistently shown the efficacy of psychedelic-assisted psychotherapy to treat a broad range of mental health conditions that are currently extremely difficult to treat with conventional therapies. According to Health Canada, access will be provided when there is sufficient data to support the safety and efficacy of the drug for the specific condition of the patient and will be available once the regulations come into force when the amendment is published in the Canada Gazette, which is anticipated on January 5th, 2022.

Because there were no comparable transactions, the points of comparison used to establish a benchmark for the negotiations were legacy vertical licenses as well as lease rates for the offsite component of existing vertical licenses. With the consent of the parties and the assistance of the experienced legal counsel Highway recommended, the parties went directly to a purchase agreement.

The ongoing input is creating a path to finally bring movement on the federal level," says, Mark Block, Co-Chair of ACCM's Legislative Committee. "Our tremendous legislative team—working hand-in-hand with a remarkable advocacy team—have put it all together for a successful legislative campaign. USP Cannabis Expert Panel Identifies Public Health Issues Associated with Delta 8 THC Products & Offers Recommendations

The United States Pharmacopeia (USP) has drafted a commentary, It's time to hold cannabinoid products to the highest standard: USP Cannabis Panel statement on Delta8-THC, to provide recommendations for addressing the potential health risks that delta-8 tetrahydrocannabinol (THC)-containing products pose to the public. In tandem, ASTM International also drafted a technical paper, Delta-8 Tetrahydrocannabinol and the Need to Develop Standards to Protect Safety of Consumers, outlining possible concerns associated with the cannabinoid. The two standards development organizations focused on the science and urge manufacturers and laboratories to do more research into the minor cannabinoids in order to help ensure public safety.

"The fact of the matter is that little is known about the products labeled as containing delta-8, so much so that the FDA and CDC have both released advisories about the products. Depending on how the products are produced, unknown impurities may be introduced, including minor and synthetic cannabinoid compounds that are not naturally occurring in cannabis," explains Dr. Ikhlas Khan, Chairman of USP's Expert Panel on cannabis.

"Products containing delta-8 can be found in gas stations, convenience stores, and are readily available over the internet without any warnings or safeguards, providing consumers with a false sense of security that these products are safe for consumption," notes David Vaillencourt, CEO of The GMP Collective and ASTM International member. "With many other synthetically derived cannabinoids continuing to emerge in the marketplace, quality-based approaches should be used to address this issue."
